DAVID MORGAN

David is a retired UK senior police officer with over fourteen-years’ experience designing, implementing and reviewing security and justice programmes in Liberia, Pakistan, Bangladesh, Bhutan, The Gambia, Jordan, Nepal, Nigeria, Sierra Leone, Somalia, Sri Lanka, Sudan, Western Balkans and Zambia. He has reviewed security and justice programmes in Afghanistan, Eritrea, Nepal, Niger, Nigeria, Pakistan, Sudan, Sri Lanka, Western Balkans and Zambia. 

David’s expertise includes developing and implementing strategic plans in Liberia and Rule of Law roadmaps in Pakistan using data to improve performance. He also has extensive experience and expertise of working on conflict sensitivity, gender and human rights. He is open minded and seeks to identify bespoke solutions fitting the context and political economy. He delivers results through inclusive teamwork and excellent interpersonal and communication skills. David is a law graduate and holds a master’s degree in strategic marketing. He is on the UN Security Sector Reform adviser roster.
